Short answer
Structural steel welding that the Special Inspection Certificate lists (IBC 1705.2, Phoenix discipline STR-3) has to be inspected by a City-approved special inspector. Phoenix accepts an AWS Certified Welding Inspector (CWI) or an ICC Structural Welding Special Inspector for that discipline. The inspector has to be independent of the fabricator and the erector.
Shop vs. field
Shop welding by an approved fabricator may be exempt from shop special inspection under IBC 1704.2.5. Field welds still need inspection. If the fabricator isn't approved, the shop work needs inspection too.
When NDT comes in
Complete-joint-penetration (CJP) welds on moment frames and other demand-critical welds often call for ultrasonic testing (UT) per AWS D1.1 and AISC 341. Fillet welds get MT or PT when the specs call for it. CrossPoint™ does UT, MT, PT and RT along with the CWI work, so one firm covers both.
City of Phoenix approved inspectors for all your special inspection needs.
