Short answer
Sometimes. Under IBC Chapter 17 (Section 1705.18 in the 2018 IBC), special inspection of fire-resistant penetrations and joints is required in high-rise buildings, in Risk Category III and IV buildings, and wherever the construction documents call for it. Phoenix lists it as discipline ARC-3, and Maricopa County certificates show it as its own line. Inspections are done to ASTM E2174 (penetrations) and ASTM E2393 (joints).
Check your specs, not just the code
Even if the code doesn't trigger it, the project specs often do. If Section 07 84 13 or 07 84 43 says the owner will hire an agency to inspect to E2174 or E2393, it's required on that job. We see this a lot on hotels, senior living and multifamily jobs around Tempe and the East Valley. Sealant in the detail cuts only counts if it's part of a tested, listed system.
Timing matters
Firestopping has to be inspected before it gets covered up. If the walls are already closed, plan for destructive sampling.
